The email was sent to my gmail account, which I rarely check. The email came from [noreply@tax.service.gov.uk](mailto:noreply@tax.service.gov.uk) and at the bottom of the email, it gives the website as gov.uk.
Why it might be a scam: The email appears to come from an IP address that’s part of Amazon’s AWS subsidiary. I don’t know if HMRC contracts with Amazon for internet hosting and/or email hosting. The reply to address even says « noreply » in it.
Also, is « Dear Customer » the greeting that the HMRC uses? The IRS in the US either gives the name or says « Dear Taxpayer »
Why it might be legitimate: The email address used is for the HMRC.
