[US] “Noise Complaint” phishing scam?

Pretty annoyed with this. I was immediately suspicious when I saw the unfamiliar area code. Looked it up and it came back as Canada, but reasonably so many landlords are absentee and based outside the country. I responded because I knew that if on the off chance it was real, I’d need a record of communication with this landlord to protect myself as a tenant. Of course it was fake. Like what are you even supposed to do anymore?

I’d love to know what type of scam this is— if its just phishing to see if my number is active?? I already get an insane amount of spam texts/calls that I never respond to.
