OXNARD CA. Free phones been given out by people going door-to-door

A lady came to my door today and told me that she had a package delivery. When I went and answered the door, I thought she was an Amazon worker. She then handed me a phone and started to walk away. I asked her to wait and said what is this and she said it’s your free phone because you’re taking one of these benefits from California. She showed me her clipboard and just had a bunch of pictures of EBT. And other programs, my family does not take any benefits or assigned to any programs so I tried to give the phone back. She told me that I had to take it because I was on her list and I told her no I gave it back and told her I refused.

She then told me it was my loss and that she will give it to the next person that’s on her list. I’m not sure if the really is a list because we’ve seen her in the neighborhood the last two days going to every single house.

I’m assuming that the so-called free phone has a key logger or something on it. She was just going to give me the phone and walk away. It was kind of like an iPhone knock off?it had a picture of a cloud on it that’s all I saw before giving it back.

Is this a scam? If so what’s their end goal?
