Is RQF LVL2 and RQF LVL3 necessary?

Is the foundation exam papers FA1,FA2,MA1,MA2 necessary to give im a bba grad and from commerce stream in my highschool. I got one exemption since im bba so im confused if the exemption is for the knowledge level or foundation level. If foundation is included then i have to give 17 papers? (without considering the exemption)
