do we really need to complete all skills exams in order to appear for OBU?

Hi everyone. So recently I saw some FCCA’s Instagram post where in the comments he was telling everyone, yes, you only need to complete FR, AA, and FM to appear for OBU. I then texted him personally, telling him I have not completed or have exemptions for F5 or F6 but have complete FR, AA and FM. Can i still appear for OBU? he said yes. Then i emailed ACCA, and they said yes, it is true. what is going on? what am i missing because they always said to complete all skills?
