Should I file a mitigating circumstance or a center complaint?

I had my SBL exam yesterday and the experience was pathetic to say the least.

The delivery management software used to run the exam kept crashing, crashed atleast 4 times during the first 1 hour 30 minutes for the examination. The invigilators were quick to restart the system and allowing me to continue the exams during the first hours. But after the fifth crash, they stopped restarting the delivery management system.

Mind you, this was happening to almost all of the students and not just me.

After they stopped restarting the system, everyone had to sit on their designated seats for another 2 hours just waiting for a decision from ACCA.

The issue does not stop there, the system was so laggy when it was functioning in the initial hours that it could not display anything typed immediately on the screen. One had to wait for around 30 seconds to see the typed text to appear on the screen, by which the waited 30 seconds goes by. The entire page freezes, even the time froze. And once the text is displayed, the time used in typing and the waited time goes away from the frozen time. This also was very frustruating.

Now comes the fun part, after waiting for two hours and the invigilators shutting down the systems, taking the rough sheets away, and taking note of the student’s names, ACCA ID and phone numbers, they resume the exam after two hours of exam stoppage. It was around 8 30 pm when I completed the exams which was supposed to end at 5:15 pm.

They informed us that this was all caused due to the server error from the ACCA’s side and not caused from their IT infrastructure.

And the laggy mouse they had attached was just top tier shithousery. Sliding the mouse across the table just moved the cursor by a few inches on the screen and the mouse had no DPI adjustment switch either. I asked if they could change the mouse or transfer me to another empty seat, and they kept reassuring that I will be transferred to another seat when the exam restarts but nothing from the invigilators as well.

Now considering all of this, should I be filing a mitigating circumstance or center complaint?
